为(wei)贯彻落实党的十八(ba)届三中全会和近年来(lai)中央1号文件精神,经(jing)国务院批准,财(cai)政(zheng)(zheng)部(bu)(bu)、农业部(bu)(bu)联(lian)合印发(fa)(fa)了《关于(yu)调整完善农业三项补贴(tie)政(zheng)(zheng)策的指(zhi)导意(yi)见》(财(cai)农〔2015〕31号),明确提(ti)出,支持(chi)(chi)(chi)粮食适度规模经(jing)营资金重点要支持(chi)(chi)(chi)建(jian)立完善农业信(xin)(xin)贷担(dan)保体(ti)系(xi)。为(wei)了积(ji)极稳(wen)妥(tuo)地(di)推动财(cai)政(zheng)(zheng)支持(chi)(chi)(chi)建(jian)立农业信(xin)(xin)贷担(dan)保体(ti)系(xi)工作,财(cai)政(zheng)(zheng)部(bu)(bu)、农业部(bu)(bu)、银监会研究(jiu)制(zhi)定了《关于(yu)财(cai)政(zheng)(zheng)支持(chi)(chi)(chi)建(jian)立农业信(xin)(xin)贷担(dan)保体(ti)系(xi)的指(zhi)导意(yi)见》,现(xian)印发(fa)(fa)给你们,请遵照执行。

关(guan)于财政支持建立农业信贷(dai)担保体系(xi)的指(zhi)导意见(jian)
现(xian)代(dai)农(nong)(nong)(nong)(nong)(nong)(nong)业(ye)需要现(xian)代(dai)金(jin)(jin)融(rong)的(de)支(zhi)撑(cheng)。建(jian)立(li)由财(cai)政(zheng)支(zhi)持(chi)的(de)农(nong)(nong)(nong)(nong)(nong)(nong)业(ye)信贷(dai)(dai)担(dan)保体(ti)系(xi),既是(shi)引导(dao)推(tui)动金(jin)(jin)融(rong)资(zi)(zi)(zi)本(ben)投(tou)入农(nong)(nong)(nong)(nong)(nong)(nong)业(ye),解决农(nong)(nong)(nong)(nong)(nong)(nong)业(ye)“融(rong)资(zi)(zi)(zi)难”、“融(rong)资(zi)(zi)(zi)贵(gui)(gui)”问题(ti)的(de)重(zhong)要手段,也(ye)是(shi)新常态下创新财(cai)政(zheng)支(zhi)农(nong)(nong)(nong)(nong)(nong)(nong)机制,放大财(cai)政(zheng)支(zhi)农(nong)(nong)(nong)(nong)(nong)(nong)政(zheng)策效应,提高(gao)(gao)财(cai)政(zheng)支(zhi)农(nong)(nong)(nong)(nong)(nong)(nong)资(zi)(zi)(zi)金(jin)(jin)使(shi)用(yong)效益的(de)重(zhong)要举措,不仅有利于加快转变农(nong)(nong)(nong)(nong)(nong)(nong)业(ye)发(fa)展方式,促(cu)进(jin)现(xian)代(dai)农(nong)(nong)(nong)(nong)(nong)(nong)业(ye)发(fa)展,而且对(dui)于稳增长、促(cu)改革、调结构(gou)、惠民生也(ye)具有积(ji)极意义。党(dang)中央、国(guo)务院高(gao)(gao)度(du)重(zhong)视建(jian)立(li)由政(zheng)府支(zhi)持(chi)的(de)农(nong)(nong)(nong)(nong)(nong)(nong)业(ye)信贷(dai)(dai)担(dan)保体(ti)系(xi),化解农(nong)(nong)(nong)(nong)(nong)(nong)业(ye)农(nong)(nong)(nong)(nong)(nong)(nong)村发(fa)展“融(rong)资(zi)(zi)(zi)难”、“融(rong)资(zi)(zi)(zi)贵(gui)(gui)”问题(ti)。近期,经国(guo)务院同(tong)意,财(cai)政(zheng)部、农(nong)(nong)(nong)(nong)(nong)(nong)业(ye)部联(lian)合印发(fa)了《关(guan)(guan)于调整完善农(nong)(nong)(nong)(nong)(nong)(nong)业(ye)三项补(bu)贴(tie)政(zheng)策的(de)指导(dao)意见(jian)》(财(cai)农(nong)(nong)(nong)(nong)(nong)(nong)〔2015〕31号),明确将支(zhi)持(chi)建(jian)立(li)完善农(nong)(nong)(nong)(nong)(nong)(nong)业(ye)信贷(dai)(dai)担(dan)保体(ti)系(xi)作(zuo)为促(cu)进(jin)粮食生产和农(nong)(nong)(nong)(nong)(nong)(nong)业(ye)适度(du)规模经营的(de)重(zhong)点内容。为积(ji)极稳妥(tuo)地(di)推(tui)进(jin)财(cai)政(zheng)支(zhi)持(chi)建(jian)立(li)农(nong)(nong)(nong)(nong)(nong)(nong)业(ye)信贷(dai)(dai)担(dan)保体(ti)系(xi)相关(guan)(guan)工作(zuo),现(xian)提出以下意见(jian):
一、财政支持建立农业信贷担保体(ti)系的指导思想和目标原则
(一(yi))指导思想。认(ren)真贯彻落实党(dang)的十(shi)八大(da)和(he)十(shi)八届三中、四中全(quan)会精(jing)神,按照(zhao)党(dang)中央、国务(wu)院(yuan)统一(yi)决策部署,发挥(hui)好资源配置中市场决定性作用和(he)政府(fu)引导作用,创(chuang)新(xin)财政和(he)金(jin)融协同支农机制,建(jian)立健全(quan)政策性农业信贷担保体系,促(cu)进农业适度(du)规(gui)模(mo)经营和(he)转变农业发展方(fang)式(shi),加快(kuai)农业现代化建(jian)设。
(二)主(zhu)要(yao)目标(biao)。以(yi)建立健全省(sheng)(自治区(qu)、直辖市、计划单列市,以(yi)下简称省(sheng))级(ji)农(nong)(nong)(nong)(nong)业(ye)信(xin)(xin)贷担保(bao)体系为重点,逐(zhu)步建成覆盖(gai)粮(liang)食主(zhu)产区(qu)及(ji)主(zhu)要(yao)农(nong)(nong)(nong)(nong)业(ye)大县(xian)的(de)农(nong)(nong)(nong)(nong)业(ye)信(xin)(xin)贷担保(bao)网络(luo),推动形成覆盖(gai)全国的(de)政策性农(nong)(nong)(nong)(nong)业(ye)信(xin)(xin)贷担保(bao)体系,为农(nong)(nong)(nong)(nong)业(ye)尤其是粮(liang)食适度规模经营(ying)的(de)新型经营(ying)主(zhu)体提供信(xin)(xin)贷担保(bao)服务,切实解决农(nong)(nong)(nong)(nong)业(ye)发(fa)展中(zhong)的(de)“融(rong)资(zi)难”、“融(rong)资(zi)贵”问题,支持新型经营(ying)主(zhu)体做大做强(qiang),促(cu)进粮(liang)食稳定发(fa)展和现代农(nong)(nong)(nong)(nong)业(ye)建设。
(三)基本原(yuan)则(ze)。财政支持建(jian)立农业信贷担保体(ti)系(xi)坚持以下(xia)原(yuan)则(ze):
地方(fang)先行(xing)。以(yi)省级为主,鼓(gu)励各地积(ji)极(ji)稳妥地建(jian)立健全农(nong)业(ye)(ye)信(xin)贷(dai)担保机构和分支机构,逐步形成省级以(yi)及(ji)省以(yi)下农(nong)业(ye)(ye)信(xin)贷(dai)担保体系(xi)。
中央支持。中央财政(zheng)利用粮食适度(du)规模经营资金对地方建(jian)立农(nong)业信贷(dai)担保体系提(ti)供资金支持,并在政(zheng)策上给予指导(dao),适时组建(jian)全国性的农(nong)业信贷(dai)担保机构。
专注农(nong)(nong)业。财政出资建立的农(nong)(nong)业信贷担(dan)保(bao)机构坚(jian)持(chi)政策性(xing)(xing)、专业性(xing)(xing)和独立性(xing)(xing),必(bi)须专注于支持(chi)粮食生(sheng)产(chan)经(jing)(jing)营和现代农(nong)(nong)业发(fa)展(zhan),对从事粮食生(sheng)产(chan)和农(nong)(nong)业适度规模经(jing)(jing)营的新(xin)型经(jing)(jing)营主体(ti)的农(nong)(nong)业信贷担(dan)保(bao)余额不得(de)低于总担(dan)保(bao)规模的70%。
市场(chang)运作。政策性农业信贷担保机构以可持续(xu)发展为(wei)运营目(mu)标(biao),依法依规建立健全公司(si)法人治理结构,组建专(zhuan)业化经(jing)(jing)营管理团队,实(shi)行市场(chang)化运作,承担市场(chang)经(jing)(jing)营的相应风险。
银担(dan)(dan)共(gong)赢(ying)。建立农(nong)业信(xin)贷担(dan)(dan)保机(ji)构和(he)合作银行(xing)合理的(de)风险(xian)分担(dan)(dan)机(ji)制和(he)利益分享机(ji)制。通过政策支(zhi)持,降低银行(xing)农(nong)业贷款成(cheng)本和(he)风险(xian),在政策要求范(fan)围内放大农(nong)业信(xin)贷担(dan)(dan)保倍(bei)数(shu),实现(xian)银担(dan)(dan)合作共(gong)赢(ying)、财政金融协同支(zhi)持农(nong)业发(fa)展的(de)良(liang)好局(ju)面。
二、建立(li)健(jian)全(quan)(quan)全(quan)(quan)国农业(ye)信贷担(dan)保体系(xi)
(四)建(jian)立(li)健(jian)全覆(fu)盖全国(guo)(guo)的(de)(de)政策性(xing)农业(ye)信(xin)(xin)(xin)贷(dai)担(dan)(dan)(dan)保体系(xi)框(kuang)架。力(li)争用(yong)3年(nian)时间建(jian)立(li)健(jian)全具有中国(guo)(guo)特色、覆(fu)盖全国(guo)(guo)的(de)(de)农业(ye)信(xin)(xin)(xin)贷(dai)担(dan)(dan)(dan)保体系(xi)框(kuang)架。主要(yao)包(bao)括全国(guo)(guo)性(xing)的(de)(de)农业(ye)信(xin)(xin)(xin)贷(dai)担(dan)(dan)(dan)保机构(暂名:全国(guo)(guo)农业(ye)信(xin)(xin)(xin)贷(dai)担(dan)(dan)(dan)保联盟)、省(sheng)级(ji)农业(ye)信(xin)(xin)(xin)贷(dai)担(dan)(dan)(dan)保机构和(he)市(shi)(shi)(shi)、县(xian)(市(shi)(shi)(shi)、区,以下简(jian)称市(shi)(shi)(shi)县(xian))农业(ye)信(xin)(xin)(xin)贷(dai)担(dan)(dan)(dan)保机构。
(五)加(jia)快建(jian)立(li)省(sheng)(sheng)(sheng)(sheng)级(ji)(ji)农(nong)(nong)(nong)(nong)业(ye)(ye)信(xin)贷(dai)(dai)(dai)(dai)担(dan)(dan)(dan)保(bao)(bao)机(ji)(ji)构(gou)(gou)(gou)。力(li)争用(yong)2年(nian)时间建(jian)立(li)健全(quan)省(sheng)(sheng)(sheng)(sheng)级(ji)(ji)农(nong)(nong)(nong)(nong)业(ye)(ye)信(xin)贷(dai)(dai)(dai)(dai)担(dan)(dan)(dan)保(bao)(bao)机(ji)(ji)构(gou)(gou)(gou)。2015年(nian),各省(sheng)(sheng)(sheng)(sheng)要(yao)把(ba)中央(yang)财政安(an)排的(de)支(zhi)持粮(liang)(liang)食适(shi)度规(gui)模经(jing)营(ying)资金投入重点和工作(zuo)重点优先放在(zai)支(zhi)持建(jian)立(li)省(sheng)(sheng)(sheng)(sheng)级(ji)(ji)农(nong)(nong)(nong)(nong)业(ye)(ye)信(xin)贷(dai)(dai)(dai)(dai)担(dan)(dan)(dan)保(bao)(bao)机(ji)(ji)构(gou)(gou)(gou),特别(bie)是粮(liang)(liang)食主(zhu)产省(sheng)(sheng)(sheng)(sheng)和农(nong)(nong)(nong)(nong)业(ye)(ye)大省(sheng)(sheng)(sheng)(sheng)要(yao)在(zai)建(jian)立(li)省(sheng)(sheng)(sheng)(sheng)级(ji)(ji)农(nong)(nong)(nong)(nong)业(ye)(ye)信(xin)贷(dai)(dai)(dai)(dai)担(dan)(dan)(dan)保(bao)(bao)机(ji)(ji)构(gou)(gou)(gou)方面实现(xian)突破,初步建(jian)立(li)省(sheng)(sheng)(sheng)(sheng)级(ji)(ji)农(nong)(nong)(nong)(nong)业(ye)(ye)信(xin)贷(dai)(dai)(dai)(dai)担(dan)(dan)(dan)保(bao)(bao)机(ji)(ji)构(gou)(gou)(gou)。省(sheng)(sheng)(sheng)(sheng)级(ji)(ji)农(nong)(nong)(nong)(nong)业(ye)(ye)信(xin)贷(dai)(dai)(dai)(dai)担(dan)(dan)(dan)保(bao)(bao)机(ji)(ji)构(gou)(gou)(gou)也(ye)可以在(zai)市、县设(she)立(li)分(fen)支(zhi)机(ji)(ji)构(gou)(gou)(gou)开(kai)展农(nong)(nong)(nong)(nong)业(ye)(ye)信(xin)贷(dai)(dai)(dai)(dai)担(dan)(dan)(dan)保(bao)(bao)业(ye)(ye)务(wu)。2016年(nian),省(sheng)(sheng)(sheng)(sheng)级(ji)(ji)农(nong)(nong)(nong)(nong)业(ye)(ye)信(xin)贷(dai)(dai)(dai)(dai)担(dan)(dan)(dan)保(bao)(bao)机(ji)(ji)构(gou)(gou)(gou)要(yao)建(jian)成并正式(shi)开(kai)始运(yun)(yun)(yun)营(ying)。省(sheng)(sheng)(sheng)(sheng)级(ji)(ji)农(nong)(nong)(nong)(nong)业(ye)(ye)信(xin)贷(dai)(dai)(dai)(dai)担(dan)(dan)(dan)保(bao)(bao)机(ji)(ji)构(gou)(gou)(gou)由省(sheng)(sheng)(sheng)(sheng)级(ji)(ji)财政部门、农(nong)(nong)(nong)(nong)业(ye)(ye)部门会同(tong)有关部门组建(jian)并独立(li)运(yun)(yun)(yun)营(ying)。暂时不具(ju)备条件成立(li)独立(li)运(yun)(yun)(yun)营(ying)农(nong)(nong)(nong)(nong)业(ye)(ye)信(xin)贷(dai)(dai)(dai)(dai)担(dan)(dan)(dan)保(bao)(bao)机(ji)(ji)构(gou)(gou)(gou)的(de)地方,可以采取有效(xiao)方式(shi)提(ti)供农(nong)(nong)(nong)(nong)业(ye)(ye)信(xin)贷(dai)(dai)(dai)(dai)担(dan)(dan)(dan)保(bao)(bao)服务(wu)作(zuo)为过(guo)渡(du)形式(shi)。过(guo)渡(du)期不得超过(guo)2年(nian)。
(六)适(shi)时(shi)筹建全国农(nong)业信贷(dai)担保(bao)(bao)联盟(meng)。在省(sheng)(sheng)级农(nong)业信贷(dai)担保(bao)(bao)机(ji)构(gou)建立健全的基础上,适(shi)时(shi)组建全国农(nong)业信贷(dai)担保(bao)(bao)联盟(meng),重点为省(sheng)(sheng)级及省(sheng)(sheng)以下农(nong)业信贷(dai)担保(bao)(bao)机(ji)构(gou)提供政策(ce)和(he)业务指导(dao)、行为规范(fan)和(he)风险(xian)救助、再(zai)担保(bao)(bao)、人员培训(xun)和(he)信贷(dai)政策(ce)对(dui)接等服(fu)务。
(七)稳(wen)妥(tuo)建立(li)市(shi)县(xian)农(nong)业信(xin)贷担保(bao)(bao)机(ji)构(gou)(gou)。有(you)条(tiao)件(jian)的市(shi)县(xian)可以(yi)建立(li)市(shi)县(xian)级(ji)农(nong)业信(xin)贷担保(bao)(bao)机(ji)构(gou)(gou),省(sheng)级(ji)财政(zheng)可以(yi)安排一定(ding)资(zi)金给予(yu)适当支持。省(sheng)级(ji)担保(bao)(bao)机(ji)构(gou)(gou)要为省(sheng)内市(shi)县(xian)农(nong)业信(xin)贷担保(bao)(bao)机(ji)构(gou)(gou)提(ti)供担保(bao)(bao)业务(wu)设计、业务(wu)指导、政(zheng)策对接和(he)监督(du)管理等服务(wu)。
三(san)、财政支持建立(li)农业信贷(dai)担保体系的政策措施
(八)农业(ye)信(xin)贷(dai)(dai)担保(bao)(bao)机(ji)构(gou)的资本(ben)金(jin)注(zhu)入(ru)。省级(ji)财政(zheng)(zheng)部门要利用中央财政(zheng)(zheng)支持粮食(shi)适(shi)度(du)规模(mo)经营补贴资金(jin),对(dui)省级(ji)、市(shi)县农业(ye)信(xin)贷(dai)(dai)担保(bao)(bao)机(ji)构(gou)进行资本(ben)金(jin)注(zhu)入(ru)。除地方(fang)发起(qi)方(fang)投入(ru)资本(ben)金(jin)外,中央财政(zheng)(zheng)可以利用粮食(shi)适(shi)度(du)规模(mo)经营资金(jin)对(dui)全国农业(ye)信(xin)贷(dai)(dai)担保(bao)(bao)联盟给予一定资本(ben)金(jin)注(zhu)入(ru)支持。鼓励省级(ji)财政(zheng)(zheng)安排本(ben)级(ji)财政(zheng)(zheng)资金(jin)作为资本(ben)金(jin)注(zhu)入(ru)省级(ji)农业(ye)信(xin)贷(dai)(dai)担保(bao)(bao)机(ji)构(gou)。允许银行机(ji)构(gou)等战略合作伙伴(ban)适(shi)当参(can)股,但非财政(zheng)(zheng)性(xing)资金(jin)占农业(ye)信(xin)贷(dai)(dai)担保(bao)(bao)机(ji)构(gou)资本(ben)股份不得超过20%。
(九(jiu))建立农(nong)(nong)业(ye)(ye)(ye)信(xin)(xin)贷(dai)担(dan)(dan)(dan)保(bao)(bao)经营风险(xian)补(bu)(bu)(bu)助(zhu)(zhu)(zhu)机(ji)制。省级财(cai)政要(yao)会同有关(guan)部门(men)明确对农(nong)(nong)业(ye)(ye)(ye)信(xin)(xin)贷(dai)担(dan)(dan)(dan)保(bao)(bao)机(ji)构(gou)(gou)经营风险(xian)的补(bu)(bu)(bu)助(zhu)(zhu)(zhu)条(tiao)件和补(bu)(bu)(bu)助(zhu)(zhu)(zhu)标准,主要(yao)包括担(dan)(dan)(dan)保(bao)(bao)费(fei)(fei)补(bu)(bu)(bu)助(zhu)(zhu)(zhu)和代(dai)偿(chang)补(bu)(bu)(bu)助(zhu)(zhu)(zhu)等,鼓励农(nong)(nong)业(ye)(ye)(ye)信(xin)(xin)贷(dai)担(dan)(dan)(dan)保(bao)(bao)机(ji)构(gou)(gou)做大农(nong)(nong)业(ye)(ye)(ye)信(xin)(xin)贷(dai)担(dan)(dan)(dan)保(bao)(bao)业(ye)(ye)(ye)务,稳定经营预期,降低农(nong)(nong)业(ye)(ye)(ye)贷(dai)款者资金成(cheng)本(ben)。担(dan)(dan)(dan)保(bao)(bao)费(fei)(fei)补(bu)(bu)(bu)助(zhu)(zhu)(zhu)主要(yao)弥(mi)补(bu)(bu)(bu)农(nong)(nong)业(ye)(ye)(ye)信(xin)(xin)贷(dai)担(dan)(dan)(dan)保(bao)(bao)的业(ye)(ye)(ye)务费(fei)(fei)用,代(dai)偿(chang)补(bu)(bu)(bu)助(zhu)(zhu)(zhu)主要(yao)弥(mi)补(bu)(bu)(bu)农(nong)(nong)业(ye)(ye)(ye)信(xin)(xin)贷(dai)担(dan)(dan)(dan)保(bao)(bao)的代(dai)偿(chang)风险(xian)。要(yao)明确农(nong)(nong)业(ye)(ye)(ye)信(xin)(xin)贷(dai)担(dan)(dan)(dan)保(bao)(bao)机(ji)构(gou)(gou)的市场(chang)主体责任(ren),对担(dan)(dan)(dan)保(bao)(bao)费(fei)(fei)补(bu)(bu)(bu)助(zhu)(zhu)(zhu)和代(dai)偿(chang)补(bu)(bu)(bu)助(zhu)(zhu)(zhu)实行上限控(kong)制。
(十(shi))建(jian)(jian)立农(nong)(nong)业(ye)信(xin)贷担保系(xi)统风(feng)险(xian)救(jiu)助制(zhi)度。中央财(cai)政(zheng)和省级财(cai)政(zheng)利用粮(liang)食(shi)适度规模(mo)经营资金(jin)支持建(jian)(jian)立农(nong)(nong)业(ye)信(xin)贷担保体(ti)系(xi)的(de)风(feng)险(xian)准备(bei)金(jin)等(deng)救(jiu)助制(zhi)度,应对农(nong)(nong)业(ye)产业(ye)系(xi)统性(xing)风(feng)险(xian)导致政(zheng)策性(xing)农(nong)(nong)业(ye)信(xin)贷担保机(ji)构(gou)(gou)出(chu)现(xian)资本流动(dong)性(xing)危机(ji),建(jian)(jian)立农(nong)(nong)业(ye)信(xin)贷担保机(ji)构(gou)(gou)救(jiu)助机(ji)制(zhi),帮助及时化解风(feng)险(xian)。
(十(shi)一)明(ming)确(que)农(nong)业(ye)(ye)(ye)(ye)信(xin)贷(dai)(dai)担(dan)(dan)保(bao)体系客户和业(ye)(ye)(ye)(ye)务(wu)定位。农(nong)业(ye)(ye)(ye)(ye)信(xin)贷(dai)(dai)担(dan)(dan)保(bao)服务(wu)应(ying)优先满(man)足(zu)从(cong)事(shi)粮食适(shi)度(du)规(gui)模经(jing)营(ying)(ying)的(de)各类(lei)新(xin)型经(jing)营(ying)(ying)主体的(de)需要(yao),对其开(kai)展粮食生产经(jing)营(ying)(ying)的(de)信(xin)贷(dai)(dai)提(ti)供担(dan)(dan)保(bao)服务(wu),包括基础设(she)施(shi)、扩大和改进生产、引进新(xin)技术、市场开(kai)拓与(yu)品牌建(jian)设(she)、土(tu)地(di)长(zhang)期租赁、流动资金等方面(mian)。农(nong)业(ye)(ye)(ye)(ye)信(xin)贷(dai)(dai)担(dan)(dan)保(bao)可以逐步向(xiang)农(nong)业(ye)(ye)(ye)(ye)其他领域拓展,并向(xiang)与(yu)农(nong)业(ye)(ye)(ye)(ye)直接(jie)相关的(de)二三产业(ye)(ye)(ye)(ye)延伸,促进农(nong)村一二三产业(ye)(ye)(ye)(ye)融合发展。省级财政部门、农(nong)业(ye)(ye)(ye)(ye)部门要(yao)会同有关部门,根据当地(di)实际确(que)定纳入支持(chi)的(de)新(xin)型经(jing)营(ying)(ying)主体和业(ye)(ye)(ye)(ye)务(wu)范围。
(十二)支(zhi)持(chi)扩(kuo)大(da)信贷(dai)(dai)担保(bao)机(ji)(ji)构(gou)的(de)杠杆倍数。发挥政策性农(nong)业(ye)信贷(dai)(dai)担保(bao)机(ji)(ji)构(gou)的(de)信用优势,完(wan)善(shan)农(nong)业(ye)信贷(dai)(dai)担保(bao)机(ji)(ji)构(gou)的(de)征信评级,支(zhi)持(chi)在政策要求范围内(nei)适当放(fang)大(da)担保(bao)倍数,增(zeng)强(qiang)服务(wu)农(nong)业(ye)能(neng)力(li)。农(nong)业(ye)信贷(dai)(dai)担保(bao)体系(xi)战略合作银行要合理扩(kuo)大(da)分支(zhi)机(ji)(ji)构(gou)业(ye)务(wu)授权,建立符合农(nong)业(ye)业(ye)务(wu)特点的(de)决(jue)策审(shen)批流程,提高贷(dai)(dai)款审(shen)批和发放(fang)效率。
(十三)建立(li)银担(dan)(dan)合作(zuo)(zuo)共赢机(ji)制。建立(li)财政部(bu)门(men)、农(nong)(nong)业部(bu)门(men)、银监部(bu)门(men)、战略合作(zuo)(zuo)银行的(de)协商沟通(tong)制度,明(ming)确各自的(de)责任、权利和(he)义务(wu),形成长期协同支农(nong)(nong)机(ji)制。农(nong)(nong)业信贷(dai)(dai)担(dan)(dan)保(bao)(bao)业务(wu)政策设计要明(ming)确合理的(de)担(dan)(dan)保(bao)(bao)费(fei)率、贷(dai)(dai)款(kuan)(kuan)期限和(he)代偿(chang)比例等,建立(li)合理的(de)风险分担(dan)(dan)机(ji)制。农(nong)(nong)业信贷(dai)(dai)担(dan)(dan)保(bao)(bao)机(ji)构和(he)战略合作(zuo)(zuo)银行要加强协调,创(chuang)新(xin)更多(duo)适合新(xin)型经(jing)营主体(ti)的(de)担(dan)(dan)保(bao)(bao)和(he)贷(dai)(dai)款(kuan)(kuan)产(chan)品、服务(wu)方(fang)式。
(十四)加强(qiang)农(nong)(nong)业(ye)信(xin)贷(dai)(dai)担(dan)(dan)(dan)保(bao)(bao)机(ji)(ji)构(gou)经营(ying)(ying)风(feng)险管理。要增(zeng)强(qiang)政策性农(nong)(nong)业(ye)信(xin)贷(dai)(dai)担(dan)(dan)(dan)保(bao)(bao)机(ji)(ji)构(gou)的(de)(de)(de)(de)经营(ying)(ying)风(feng)险防范(fan)意识(shi),对单(dan)笔和(he)(he)相关联信(xin)贷(dai)(dai)主(zhu)(zhu)体的(de)(de)(de)(de)信(xin)贷(dai)(dai)担(dan)(dan)(dan)保(bao)(bao)额度(du)(du)要有适当(dang)的(de)(de)(de)(de)上限(xian)(xian)控(kong)(kong)制。要根(gen)据农(nong)(nong)业(ye)生产经营(ying)(ying)特点,逐步建(jian)立(li)和(he)(he)强(qiang)化对借(jie)款(kuan)者的(de)(de)(de)(de)信(xin)用甄别(bie)与约束机(ji)(ji)制。逐步建(jian)立(li)和(he)(he)完善全国共享的(de)(de)(de)(de)农(nong)(nong)业(ye)信(xin)贷(dai)(dai)担(dan)(dan)(dan)保(bao)(bao)信(xin)用信(xin)息(xi)、业(ye)务(wu)信(xin)息(xi)、风(feng)险信(xin)息(xi)数(shu)据库,搭建(jian)服务(wu)农(nong)(nong)业(ye)发展(zhan)的(de)(de)(de)(de)信(xin)用信(xin)息(xi)数(shu)据库、服务(wu)网和(he)(he)信(xin)贷(dai)(dai)对接平(ping)(ping)台。普及和(he)(he)强(qiang)化金融法制意识(shi),提升(sheng)新型经营(ying)(ying)主(zhu)(zhu)体信(xin)用意识(shi)和(he)(he)信(xin)用水平(ping)(ping)。探索完善违信(xin)处罚(fa)制度(du)(du),加大金融监(jian)管执法力度(du)(du)。农(nong)(nong)业(ye)信(xin)贷(dai)(dai)担(dan)(dan)(dan)保(bao)(bao)机(ji)(ji)构(gou)代偿率达到一定限(xian)(xian)度(du)(du)时,融资性担(dan)(dan)(dan)保(bao)(bao)机(ji)(ji)构(gou)监(jian)管部门(men)要及时发出预(yu)警(jing),要求农(nong)(nong)业(ye)信(xin)贷(dai)(dai)担(dan)(dan)(dan)保(bao)(bao)机(ji)(ji)构(gou)强(qiang)化业(ye)务(wu)风(feng)险评估和(he)(he)管控(kong)(kong),审慎开展(zhan)新业(ye)务(wu)。
(十(shi)五(wu))落实现(xian)有相关(guan)税收优惠政(zheng)(zheng)策。符合条(tiao)(tiao)件(jian)的(de)(de)农业(ye)(ye)信贷(dai)担(dan)保(bao)(bao)机(ji)构(gou)从农业(ye)(ye)中(zhong)小企(qi)(qi)业(ye)(ye)担(dan)保(bao)(bao)或再担(dan)保(bao)(bao)业(ye)(ye)务取得(de)(de)的(de)(de)收入(ru),执行现(xian)行中(zhong)小企(qi)(qi)业(ye)(ye)信用担(dan)保(bao)(bao)机(ji)构(gou)免(mian)征(zheng)营业(ye)(ye)税政(zheng)(zheng)策。符合条(tiao)(tiao)件(jian)的(de)(de)农业(ye)(ye)信贷(dai)担(dan)保(bao)(bao)机(ji)构(gou)的(de)(de)所(suo)得(de)(de)税税前扣(kou)除政(zheng)(zheng)策,按(an)照《财(cai)政(zheng)(zheng)部国家税务总(zong)局关(guan)于中(zhong)小企(qi)(qi)业(ye)(ye)信用担(dan)保(bao)(bao)机(ji)构(gou)有关(guan)准(zhun)备金企(qi)(qi)业(ye)(ye)所(suo)得(de)(de)税税前扣(kou)除政(zheng)(zheng)策的(de)(de)通知》(财(cai)税〔2012〕25号(hao))有关(guan)规定执行。
(十六)完(wan)善对农(nong)(nong)业(ye)信(xin)贷(dai)(dai)担(dan)保机(ji)构(gou)的考核(he)机(ji)制。政策性农(nong)(nong)业(ye)信(xin)贷(dai)(dai)担(dan)保机(ji)构(gou)在可持续(xu)经营(ying)的前提下,着力降(jiang)低(di)信(xin)贷(dai)(dai)担(dan)保业(ye)务(wu)(wu)收费标准,结合(he)实际降(jiang)低(di)或(huo)弱(ruo)化(hua)赢利考核(he)要(yao)求,重(zhong)点考核(he)其农(nong)(nong)业(ye)信(xin)贷(dai)(dai)担(dan)保业(ye)务(wu)(wu)规模、项(xiang)目个数、为农(nong)(nong)服务(wu)(wu)、风(feng)险(xian)控制等情况,建立持续(xu)性和(he)政策性并重(zhong)的业(ye)务(wu)(wu)绩效(xiao)考核(he)评价指标体系。
(十七)加(jia)强农(nong)业(ye)(ye)(ye)信(xin)贷担保人(ren)才队伍建设。省级农(nong)业(ye)(ye)(ye)信(xin)贷担保机(ji)(ji)构要重视引进专(zhuan)(zhuan)(zhuan)业(ye)(ye)(ye)管理(li)人(ren)才和(he)高(gao)层次(ci)金(jin)融人(ren)才,市县信(xin)贷担保机(ji)(ji)构要积极引进和(he)大力培养既懂金(jin)融又懂农(nong)业(ye)(ye)(ye)的农(nong)业(ye)(ye)(ye)信(xin)贷担保专(zhuan)(zhuan)(zhuan)业(ye)(ye)(ye)人(ren)才。农(nong)业(ye)(ye)(ye)信(xin)贷担保机(ji)(ji)构要加(jia)大业(ye)(ye)(ye)务人(ren)员培训力度,尽快建立一支作风扎实、专(zhuan)(zhuan)(zhuan)业(ye)(ye)(ye)素(su)质高(gao)、严守(shou)职业(ye)(ye)(ye)操守(shou)的专(zhuan)(zhuan)(zhuan)业(ye)(ye)(ye)人(ren)才队伍。
四、着力做(zuo)好财政(zheng)支持农业信贷担(dan)保(bao)体(ti)系的组建工作
(十八)切(qie)实(shi)加(jia)强组(zu)织(zhi)领导(dao)。建立财(cai)政支持的农(nong)(nong)业(ye)信(xin)(xin)贷担(dan)(dan)(dan)(dan)保(bao)(bao)体系要(yao)按照(zhao)经(jing)国(guo)务(wu)院同(tong)意的财(cai)农(nong)(nong)〔2015〕31号(hao)文件要(yao)求,在省级人(ren)民政府统一领导(dao)下进(jin)行。省级财(cai)政部(bu)(bu)(bu)门、农(nong)(nong)业(ye)部(bu)(bu)(bu)门要(yao)会同(tong)融资性担(dan)(dan)(dan)(dan)保(bao)(bao)机构(gou)监管(guan)部(bu)(bu)(bu)门等有(you)(you)关(guan)部(bu)(bu)(bu)门高度重视农(nong)(nong)业(ye)信(xin)(xin)贷担(dan)(dan)(dan)(dan)保(bao)(bao)机构(gou)的组(zu)建和运(yun)营工(gong)(gong)作,组(zu)织(zhi)专(zhuan)门力量负责省级农(nong)(nong)业(ye)信(xin)(xin)贷担(dan)(dan)(dan)(dan)保(bao)(bao)机构(gou)的组(zu)建工(gong)(gong)作,加(jia)强对农(nong)(nong)业(ye)信(xin)(xin)贷担(dan)(dan)(dan)(dan)保(bao)(bao)机构(gou)的指导(dao)和监督,并对市县工(gong)(gong)作给予指导(dao)。财(cai)政部(bu)(bu)(bu)、农(nong)(nong)业(ye)部(bu)(bu)(bu)、银监会将会同(tong)有(you)(you)关(guan)部(bu)(bu)(bu)门适时制定农(nong)(nong)业(ye)信(xin)(xin)贷担(dan)(dan)(dan)(dan)保(bao)(bao)业(ye)务(wu)运(yun)营及监督管(guan)理指南,指导(dao)各(ge)地农(nong)(nong)业(ye)信(xin)(xin)贷担(dan)(dan)(dan)(dan)保(bao)(bao)工(gong)(gong)作的开展。
(十(shi)九)明确职责任务(wu)分工。财(cai)(cai)政(zheng)部(bu)门(men)负责制(zhi)定(ding)对农(nong)(nong)业(ye)(ye)(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)贷担(dan)(dan)保(bao)(bao)(bao)机构的(de)(de)财(cai)(cai)政(zheng)支(zhi)持政(zheng)策和(he)(he)资(zi)金管(guan)理(li)(li)办法,会同农(nong)(nong)业(ye)(ye)(ye)(ye)(ye)(ye)(ye)部(bu)门(men)、银(yin)监部(bu)门(men)研究确定(ding)农(nong)(nong)业(ye)(ye)(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)贷担(dan)(dan)保(bao)(bao)(bao)业(ye)(ye)(ye)(ye)(ye)(ye)(ye)务(wu)范围(wei)界定(ding)、农(nong)(nong)业(ye)(ye)(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)贷担(dan)(dan)保(bao)(bao)(bao)的(de)(de)资(zi)格认定(ding)条(tiao)件(jian),梳理(li)(li)农(nong)(nong)业(ye)(ye)(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)贷担(dan)(dan)保(bao)(bao)(bao)公司(si)设(she)(she)立的(de)(de)流程(cheng)和(he)(he)组织结构,做(zuo)好公司(si)筹备设(she)(she)立的(de)(de)前期工作。农(nong)(nong)业(ye)(ye)(ye)(ye)(ye)(ye)(ye)部(bu)门(men)会同财(cai)(cai)政(zheng)部(bu)门(men)提供农(nong)(nong)业(ye)(ye)(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)贷担(dan)(dan)保(bao)(bao)(bao)项目(mu)的(de)(de)设(she)(she)计指(zhi)导(dao)与推介,在担(dan)(dan)保(bao)(bao)(bao)机构申请财(cai)(cai)政(zheng)经营风险费(fei)用补(bu)助时确认担(dan)(dan)保(bao)(bao)(bao)业(ye)(ye)(ye)(ye)(ye)(ye)(ye)务(wu)是否属(shu)于支(zhi)持范围(wei);对于农(nong)(nong)业(ye)(ye)(ye)(ye)(ye)(ye)(ye)担(dan)(dan)保(bao)(bao)(bao)信(xin)(xin)(xin)贷支(zhi)持的(de)(de)项目(mu),农(nong)(nong)业(ye)(ye)(ye)(ye)(ye)(ye)(ye)部(bu)门(men)在其(qi)后续发展中给予积(ji)极的(de)(de)支(zhi)持和(he)(he)辅导(dao),降(jiang)低贷款的(de)(de)风险。银(yin)监部(bu)门(men)负责农(nong)(nong)业(ye)(ye)(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)贷担(dan)(dan)保(bao)(bao)(bao)业(ye)(ye)(ye)(ye)(ye)(ye)(ye)务(wu)推动与指(zhi)导(dao)。省级人民政(zheng)府和(he)(he)融(rong)资(zi)性担(dan)(dan)保(bao)(bao)(bao)机构监管(guan)部(bu)门(men)要加(jia)强对农(nong)(nong)业(ye)(ye)(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)贷担(dan)(dan)保(bao)(bao)(bao)机构的(de)(de)日常监管(guan)。
(二(er)十)抓(zhua)紧制(zhi)定实(shi)(shi)施(shi)方(fang)案(an)(an)。省级财政部(bu)门(men)、农(nong)业部(bu)门(men)要会(hui)同(tong)融资(zi)性担保机构监(jian)管(guan)部(bu)门(men)等有(you)关部(bu)门(men)及时与财政部(bu)、农(nong)业部(bu)、银监(jian)会(hui)沟通,抓(zhua)紧制(zhi)定切(qie)实(shi)(shi)可行的实(shi)(shi)施(shi)方(fang)案(an)(an),细化具体政策(ce)措施(shi)并(bing)抓(zhua)好落实(shi)(shi)。各地要在2015年9月底之前将(jiang)实(shi)(shi)施(shi)方(fang)案(an)(an)报财政部(bu)、农(nong)业部(bu)、银监(jian)会(hui)备案(an)(an)。
组建全国农业信贷担保(bao)联盟工作(zuo)由财(cai)政部(bu)、农业部(bu)、银监会在跟踪调研的基(ji)础上,经与各地协商后(hou)提出筹建方案,并按程(cheng)序报批(pi)。
(二十一)建(jian)立考(kao)评机制(zhi)。财政部、农(nong)业(ye)(ye)部、银监(jian)会将从(cong)组织领(ling)导、制(zhi)定方(fang)案(an)、具体组建(jian)、业(ye)(ye)务运营、指导监(jian)管等(deng)方(fang)面建(jian)立考(kao)评指标体系,并开展(zhan)考(kao)评工作。考(kao)评结果将进(jin)行通报,并作为下年度中央财政安(an)排支持资金的重(zhong)要依据(ju)。
